Is OPEC (the oil producing countries) committing a sin by withholding oil waiting for the price to increase?

Umar reported the Holy Prophet as saying:





';He who brings goods for sale is blessed with good fortune, but he who keeps them till the price rises is accursed.';





Umar also reported the Holy Prophet as saying:





';If any one keeps grain from the Muslims waiting for the, price to rise, God will smite him with tubercular leprosy and insolvency.';Is OPEC (the oil producing countries) committing a sin by withholding oil waiting for the price to increase?
I do not know who Umar is, but his wisdom is credible. Withholding anything to the hurt of another is sin. Profit is not sinful, but profit to the hurt of another is sin. This is not to be expected of the OPEC ministers, because none of them is saved; therefore, they live in sin. They are already condemned because of their unbelief; therefore, if they are not willing to repent, then it makes no difference how much sin they commit----they are already condemned to hell.
